So they're essentially porting the game using assets from the last gen version made in 2012, despite just releasing current-gen versions with improved effects. WHY?

Well, there are a consensus with some aspects of the game. For the most part, most agree that the game has excellent presentation and production values, a great backdrop in Victorian London, and a narrative with huge potential. I think the value proposition concerning the game's other merits is what still remains questionable.
wow, and people are complaining about Evolve? This is already the third and complete "Ultimate" edition of Doa5, and there's a season pass nearing $100 of additional dlc? not to mention that they're ALL costumes?
See the problem is that we don't hold these developers' feet to the fire, and that Tecmo actually believes this level of price gouging is acceptable, and has been since vanilla DOA5

I doubt R* would do an annual release of GTA. They may put out a single game a year (RDR, Max payne, etc) , but they've remained pretty traditional when it comes to releasing their sequels after a couple of years, when they're good and ready.
Personally, I long for the days when developers were free to fully exercise their creative visions in their games, and their publishers didn't pressure them nor get involved in the development process.
It really used to be simple, but DLC, microtransactions, online services, shady business practices, among other things, really is ruining the gaming industry.
I have Driveclub and somewhat enjoy it, but it has a lot of fundamental issues that do warrant its criticism. It looks great, sounds amazing, and is fun to play...sometimes. There's a real lack of content in DC, and most of its features lack depth and polish. And while there are trace elements of realism in the physics model, it's not something one would consider realistic.

While just delaying the PC version of the game before release would have been disappointing on its own, the damage has unfortunately already been done to Rocksteady's credibility. Just delaying it from the start (or rather, creating a proper PC version with an ample dev team) would have been a much wiser decision.
